The Role
We’re looking for a driven and strategic Vice President of Business Development & Capture to help us win our next wave of high-impact contracts with state, local, and federal government agencies. You’ll be our front-line relationship builder, opportunity spotter, and capture lead — turning connections into contracts and proposals into wins.
This isn’t just a sales job. It’s a growth leadership role where you’ll collaborate closely with delivery teams, subject matter experts, and the executive team to align strategy with action and build the business we’ve always known is possible.
What You’ll Do
- Own and grow a pipeline of qualified opportunities at the state, local, and federal level
- Build relationships with agency buyers, teaming partners, and primes — with an eye for long-term collaboration
- Lead end-to-end capture strategy, including shaping opportunities, crafting win themes, and managing proposal development
- Write or contribute to compelling and compliant proposals (we’re a writing-forward company)
- Build and coach project delivery teams alongside leadership once the work is won
- Represent Voluminant at industry events, conferences, and teaming meetings
- Help shape our go-to-market strategy, messaging, and positioning for new and existing service lines
What You Bring
- 7+ years in business development, capture, or growth strategy in the government sector
- Demonstrated success winning contracts at the state, local, or federal level — ideally in professional services, training, or IT modernization
- Strong understanding of government procurement, including RFP/RFQ processes and vehicles
- Excellent communication and writing skills — proposals, presentations, emails, and everything in between
- A proactive, relationship-first approach with clients, teammates, and partners
- Strategic thinking balanced with execution — you can see the big picture but aren’t afraid to write, call, and close
Bonus Points For
- Existing relationships with state and local procurement officials or program managers
- Experience working with SBA-eligible small businesses or 8(a) companies
- Background in management consulting, government contracting, or federal sales enablement
- Familiarity with tools like GovWin, BidSync, or state/local eProcurement portals
- Ability to travel to meet with clients, attend conferences, and lead in-person pursuits as needed
